Employment opportunities

Keystone XL utilizes qualified and competitive companies and individuals to plan, build and operate our pipelines. We believe in supporting communities near our pipeline projects and provide opportunities through employment and contracting for local and Indigenous people and businesses.

Throughout the life cycle of Keystone XL we will reach out to businesses to understand capacity and interest in work related to the project. We will use this information to maintain a list of businesses that our prime contractors can access to conduct work on Keystone XL.

Pipeline construction requires thousands of part-time and temporary workers during the preconstruction and construction phases, and a smaller number of permanent employees are required once the pipeline is operational.

Most employment opportunities will be provided through selected prime contractors (or sub-contractors), noted below, who are highly qualified, with experience in large pipeline construction.

There is a wide range of businesses and services that will be needed to support the construction of Keystone XL. Examples of such businesses are:

Indigenous Relations Business Engagement

Our Indigenous Relations Business Engagement (IRBE) program is designed to fulfill our commitments under the Indigenous Relations Policy and Indigenous Relations Strategy. TC Energy works with Indigenous groups to identify capable and interested businesses and share information regarding potential project-related contracting opportunities.

Are you qualified?

We seek to establish relationships with contractors, suppliers and vendors who share our commitment to safe and reliable operations. If you are invited to engage in work with Keystone XL, you will be asked to submit information about your company, including:

  • Safety performance and program
  • Quality program
  • Technical expertise
  • Business conduct

This information is then used by our procurement and technical teams to ensure that contractors, suppliers and vendors have the capability to support our objectives.

 
 

Construction opportunities

Alberta

The Alberta portion of the Keystone XL route requires construction of approximately 269 km (167 miles) of pipeline and five new pump stations, starting in Flagstaff County extending though the M.D. of Provost, Special Areas and Cypress County.

As part of the Keystone XL project, there will be pipeline construction in Alberta. To help perform this work, TC Energy has entered into an agreement with prime contractor, Michels Canada.

Michels Canada will be responsible for constructing approximately 260 kilometers of the Keystone XL Pipeline Project in Alberta. Construction is scheduled to begin this summer near Oyen and finish near Hardisty, Alberta, in the spring of 2022.

As part of the Keystone XL Project there will be work on a pump station, metering runs, tank terminals, booster pumps, interconnects and associated piping and infrastructure at the Hardisty tank terminal in Alberta.

To help perform this work, TC Energy has entered into an agreement with prime contractor, WorleyCord LP (Cord). Workforce mobilization is underway and construction completion is anticipated for November 2020, with an anticipated peak workforce of 150.

Cord, along with the support of Keystone XL, will work to fulfill hiring of positions and will work with other local contractors and businesses for opportunities, including.

As part of the Keystone XL Project there will be five new pump stations built in Alberta.

Construction opportunities

Saskatchewan

The Saskatchewan portion of the project consists of approximately 261 km (162 miles) of pipeline and three pump stations traversing the Rural Municipalities (RM) of Deer Forks, Fox Valley, Enterprise, Piapot, Big Stick, Carmichael, Arlington, Grassy Creek and Val Marie, near the Canada/U.S. border.
